ManualMIG does not automatically resume or start VMs in the standby pool when
the group scales out.
ScaleOutPoolMIG automatically resumes or starts VMs in the standby pool when the
group scales out, and replenishes the standby pool afterwards.
UndefinedModeA value indicating that the enum field is not set.
